About Us

Bree Spencer is the Founder and Principal of Bridger Agency. Bree has spent 20 years in the non-profit sector working collaboratively across organizations, governmental departments, and communities. Bree has extensive experience related to advocacy, policy, day-to-day organizational functionality, leadership, and first response oversight including police, fire, and emergency communications. 

Since April 2022, Bree serves as a Commissioner on the Milwaukee Fire and Police Commission, an independent oversight body tasked with recruitment, hiring, promotion, management of chiefs, policy recommendations, civilian complaints, and disciplinary appeals. 

Bree most recently worked at the oldest and largest civil rights coalition organization in the country, The Leadership Conference on Civil and Human Rights in Washington, DC. Bree managed a team of advocates focused on positive change in the criminal legal system through advocacy, organizing, and narrative change. 

Prior to her time at The Leadership Conference, Bree spent nearly a decade at Safe & Sound in Milwaukee. Bree initially spent a year and a half working out of Milwaukee's District 5 police station where she advocated for resident concerns and worked to build bridges across difference in ways that improved neighborhood safety. Bree then became the Program Director where she helped shape and steward the development and implementation of a strategic plan that radically improved both organizational culture and external outcomes while managing an expanding team of community workers. Finally, Bree served as Safe & Sound's first Director of Evaluation and Technical Assistance. During her tenure in this role, Bree developed and implemented a fee-for-service consultancy and worked with police departments across the upper Midwest. 

Bree received her Masters in Public Administration from the Maxwell School at Syracuse University. She lives with her husband and cat in Milwaukee, Wisconsin.
